줄거리

만항도시 [리브라 시티]. 정치·경제·문화의 중심이며, 거리의 "부"가 결집한 [어퍼사이드]와, 오직이나 범죄가 넘치고, 사람들이 서로를 의심하지 않을 수 없는 [아웃사이드], 그 두 지역을 가르는 거대한 운하와 한 개의 [다리]. 이것들에 의해 구성된, 그야말로 인간의 "차별 의식"이 표면화된 것 같은 거리이다. 그런 [어퍼]에서 [아웃사이드]에 부임한 젊은 여성 형사 소니아는 숱한 사건을 쫓는 가운데 인간을 지키기 위해서 싸우는 추한 모습의 3명과 만난다. 그들은 도대체 누구인가...? 요괴 인간 3명은 각자의 생각을 안고, 정체를 숨기고 살고 있었다. 인간에 대항하는 악을 쓰러뜨림으로써 인간이 되고자 하는 [벰], 인간을 동경해 인간과 같은 학교에 다니고, 인간을 이해함으로써 인간이 되는 것을 목표로 하는 [벨라], 인간이나 세상에 달관해, 차가워진 모습으로 게임의 세계에 몰두하는 [벨로]. 이들은 여러 사건이나 인간들과의 접촉 속에서 상처를 입고 고민한다. 인간을 위해 싸워도 그 추한 모습 때문에 결코 인간에게 받아들여지는 일은 없다... 그런 3명을 찾는 한 존재가 있다. 리브라시티를 뒤에서 좌지우지하는 [보이지 않는 의회]를 조종해 벰 일행을 확보하려는 그녀의 목적은 과연?

    Libra City : a town which itself represents a human’s sense of discrimination. A young female detective Sonia gets relegated to Outside from Upper Town. Right after her arrival, she starts following the serial drowning cases, and meets a man who fights against the criminal without being noticed. His name is BEM. Now their gears of fate quietly begin to spin.

    Sonia and Bem finally have a chance to talk and she confirms that he is not the monster that she had originally thought him to be. The unseen council, who controls Libra City, is hunting them and Sonia must think of a way to escape their clutches.

    Bem is put on a public trial. A joke of a trial where he has no rights or say against the unproven accusations against him. At the same time, Bela and Belo are being hunted. They both wander, unsure of what to do next.

    The day of the of execution is here. Bem, Bela, and Belo each fight for different things, but their goal is the same. They protect humans in hopes of someday becoming humans themselves. All three of them stand against Vega, who sees things differently.
